    Amsterdam (BETTEN BEURSMEDIA NEWS) - ArcelorMittal heeft samen met het Russische diamantbedrijf Alrosa een bod uitgebracht van USD 1,8 miljard op kolenmijnen in de Republiek Sakha in Siberie. Dit meldt persbureau Bloomberg woensdag naar aanleiding van uitspraken van een woordvoerder van de autoriteiten in Sakha.

    ArcelorMittal wil desgevraagd geen commentaar geven op het biedingsbericht.

    Op 5 oktober veilt de Federal Property Magement Agency van Sakha een belang in Elgaugol. De belangrijkste kolenmijn van Elgaulgol bevindt zich in het verre oosten van de Russische Federatie. De grootste aandeelhouder is de republiek Sakha dat 39,365% van de aandelen in handen heeft.

    Volgens Bloomberg heeft ook het Russische staal-en kolenbedrijf Mechel een bod gedaan op de velden, samen met het Japanse Sumitomo. De autoriteiten meldden eerder al dat de minimale biedingsprijs op USD 1,8 miljard ligt.

    De geschatte jaarproductie van Elgaugol is 30 miljoen ton. De totale reserves bedragen 2,2 miljard ton. Volgens analist Herman Bots van Gilissen behoort het veld wereldwijd tot de grootste niet ontgonnen kolenmijnen.

    ArcelorMittal investeert in kolenmijnen om zo de brandstof voor de staalfabrieken wereldwijd veilig te stellen en minder kwetsbaar te zijn voor de prijsontwikkelingen op de grondstoffenmarkt. Zo heeft het staalbedrijf ook een kolenmijn in Liberia.

    ArcelorMittal announces its intention to launch a cash offer to acquire the 34.7% of outstanding shares in Acindar it does not currently own. The Company currently owns a 65.3% stake in Acindar. The offer is designed to help ArcelorMittal strengthen its position in Argentina and reinforce its commitment to enhancing its business in the country.

    The transaction is strategically beneficial to Acindar as it will become core to ArcelorMittal’s long products strategy, acting as a platform to grow and seek further opportunities in Latin America. As part of its commitment to strengthen Acindar and its position in Argentina, ArcelorMittal is transferring the Acindar shares it currently owns through Arcelor Brasil directly under the parent corporate structure of ArcelorMittal. In connection with such corporate reorganization ArcelorMittal has decided to make an equitable offer to the minority shareholders of Acindar. The successful completion of this Offer will accordingly benefit ArcelorMittal and its shareholders.

    ArcelorMittal intends to offer Acindar shareholders ARS 5.75 in cash equivalent to USD 1.83, as of October 1st 2007, for each Acindar share they hold, representing a 19.5% premium over Acindar’s closing stock price on October 1, 2007, and a 38.3% premium over Acindar’s average closing stock price over the past six months. The 34.7% stake corresponds to 296,973,709 shares of Acindar as of September 30th, 2007 and represents a potential total transaction value of ARS 1,708 million, equivalent to USD 542 million as of October 1st 2007. It is intended that the transaction would be funded entirely with cash.

    The Offer will be made directly to the shareholders of Acindar by ArcelorMittal’s wholly owned subsidiary ArcelorMittal Spain and, subject to regulatory approval, ArcelorMittal intends to commence the contemplated Offer no later than 4 months.

    ArcelorMittal Ostrava H1 output up 7%

    Steel maker ArcelorMittal Ostrava, formerly known as Nova Hut, during H1 of 2007 produced 1.558 million tonnes of steel up by 7% YoY as compared to 106,000 tonnes in H1 of 2006. Its 55% of the output was exported, mostly to Germany during H1 of 2007 as compared 59% in H1 of 2006.

    Mr Josef Buryan production and technical director of ArcelorMittal Ostrava said that ArcelorMittal Ostrava benefits from stable demand for its products and favorable prices on the market. In particular the output and quality of flat products was raised thanks to investments, adding that CZK 900 million was invested in the H1 of 2007.

    ArcelorMittal Ostrava is the largest steel maker in the Czech Republic and a member of the biggest world steel group ArcelorMittal. For the 2006-07, it netted CZK 9.6 billion, CZK 5 billion more than a year earlier. Total revenues reached CZK 58.7 billion, against CZK 57 billion in 2005-06 financial year. It turned out 3.06 million tonnes of steel in 2006 and exported 59% of output, supplying products to 88 countries worldwide.

    MOSCOW (Thomson Financial) - The Russian Federal Property Fund has blocked ColorProfil, a company representing ArcelorMittal, from participating in today's auction for a 68.86 pct stake in Elgaugol and a 75 pct minus one share stake in Yakutugol, Interfax reported.

    Mechel OAO and Yakutia Coal Co were the only two companies admitted to the auction, meaning that foreign investors will be barred from participating in the bidding, which is expected to start at 1.84 bln usd.

    MOSCOW, October 5 (RIA Novosti) - Mechel [NYSE: MTL], a leading Russian steel and alloy producer, bought coal assets in the northeastern Republic of Yakutia for 58.19 billion rubles ($2.3 billion), the tender organizer said Friday.

    The tender offered 68.86% of shares in the coal company Elgaugol, 75% minus one share in Yakutugol and an unfinished 320-km (199-mile) section of the Ulak-Elga railway. The prospective buyer undertakes to put the railway into operation no later than September 30, 2010, the federal property fund said.

    The lot's starting price was 47.4 billion rubles (about $1.89 billion) with a bid increment of 100 million rubles ($4 million), the fund said.

    The tender commission denied the company Kolorprofil, which represents the interests of the world's largest steel company Arcelor Mittal, admittance to the tender, saying it would give the reasons for the refusal later.

    Mechel estimates investment in the development of the Yakutian coal assets acquired at a tender Friday at $3 billion over 7-10 years, the company's managing director said.

    "Investment will depend on the cost of the railway and the market situation," Alexei Ivanushkin said.

    AMSTERDAM (Dow Jones)--De grootste staalproducent van de wereld ArcelorMittal wil dit jaar $2 miljard investeren in zijn Europese activiteiten, aldus het bedrijf zondag in een verklaring.

    Circa $1,3 miljard is bestemd voor platgewalst carbonstaal, aldus bestuurslid Michel Wurth op een persconferentie in Berlijn. Nog eens $400 miljoen gaat naar lange staalproductie. In distributie gaat $100 miljoen zitten. $100 Miljoen tot $200 miljoen zal opgaan aan de productie van roestvrij staal.

    De Europese investeringen zijn onderdeel van een wereldwijd investeringsplan van $35 miljard, hoofdzakelijk om autonome groei te realiseren. Het plan houdt geen rekening met acquisities.

    Wurth keek ook vooruit en stelde dat tot 2012 ArcelorMittal elk jaar circa $1,3 miljard in zijn Europese activiteiten wil investeren. "We hebben daar nog geen groen licht voor gekregen, maar dit bedrag en de termijn zijn wat mij betreft realistisch", aldus Wurth.

    Q3 zou dus ca. $ 5,0 EBITDA opleveren (300 miljoen minder dan Q2 maar dat was al aangekondigd). Q4 wordt weer grandioos denk ik en dan zitten we bijna op de $ 20 miljard!!! voor ebitda en dat was de target voor 2008!!!!!

    De marktgroei voor 2008 is rooskleurig dus dat kan niet anders dan een verdere winstexplosie betekenen.

    ArcelorMittal herbouwt staalfabriek in Luik
    AMSTERDAM (FD.nl/Betten) - ArcelorMittal gaat de staalfabriek in Luik herbouwen. Dit heeft de grootste staalproducent ter wereld woensdag bekendgemaakt. ArcelorMittal bestuurder Michael Wurth maakte de plannen gisteren al bekend aan het personeel.

    De reden voor de herbouw is dat de vraag naar staal veel groter is dan in 2003 was voorzien. In de context van deze herbouw is ArcelorMittal nu met investeringen bezig om de Seraing oven opnieuw in gebruik te stellen.

    Het staalbedrijf zal maatregelen nemen om ervoor te zorgen dat de productiekosten bij de fabriek in Luik op hetzelfde niveau komen als de andere Europese fabrieken van ArcelorMittal. Overigens is de voortzetting van de productie ook afhankelijk van de verkrijgbaarheid van quota voor de uitstoot van CO2.

    ArcelorMittal maakte verder het voornemen bekend om zijn reseach- en ontwikkelingsfaciliteiten in Luik verder te ontwikkelen. Daarmee moet de regio een sterke innovatieve impuls krijgen met als doel andere industrie aan te trekken.

    RTRS-ArcelorMittal blaast staalfabriek nieuw leven in
    LUXEMBURG (ANP) - ArcelorMittal gaat de staalfabriek in de
    buurt van de Belgische stad Luik heropenen. Dat heeft het
    staalconcern woensdag bekendgemaakt zonder financiële details te
    vermelden.

    Het besluit is genomen op basis van de vraag naar
    staalproducten. Die is sterker dan werd aangenomen in 2003 toen
    de fabriek in Seraing bij Luik werd gesloten. ArcelorMittal
    houdt nog wel een slag om de arm. Zo tekent het concern aan dat
    de productiekosten overeen moeten komen met die van andere
    Europese fabrieken.

    Het concern maakte verder bekend te willen investeren in
    zijn onderzoeks- en ontwikkelingscentrum in Luik. ArcelorMittal
    hoopt de regio Luik een innovatieve impuls te geven en op die
    manier nieuwe industriële activiteiten aan te trekken.

    ArcelorMittal sluit contract met BT voor EUR 20 mln
    AMSTERDAM (FD.nl/Betten) - ArcelorMittal sluit een driejarig contract met BT voor de levering van netwerkdiensten. De opdracht heeft een waarde van euro 20 mln. Dit heeft het Britse telecombedrijf woensdag bekendgemaakt.

    Het contract betreft de levering van WAN-diensten (Wide Area Network) op meer dan 700 locaties in veertig landen in West- en Oost-Europa, Noord- en Zuid-Amerika, Afrika en Azië.

    Het IP-netwerk verbindt de vestigingen van ArcelorMittal over de hele wereld ten behoeve van het beheer van huidige en toekomstige wereldwijde informatiesystemen.

    In de Dow Jones Euro Stoxx 50-index zal het aandeel van de Nederlandse bank worden vervangen door Deutsche Boerse. De vervanger in de Dow Jones Stoxx 600-index is Boskalis Westminster. In de Dow Jones Netherlands Titans 30 Index neemt Tele Atlas de plek van ABN AMRO in.

    CSM is de vervanger in de Dow Jones Netherlands Select Dividend 15 Index.

    Kremlin writing on the wall for Mittal

    MOSCOW - The Russian government has become the first in the world to tell Lakshmi Mittal to take his cash and his steelmills elsewhere.

    India's and England's richest individual, and the world's largest steelmaker, has been suffering from a hearing defect, and apparently did not understood the message when it was initially passed discreetly. Then last Friday morning, following the auction of almost 4 billion tonnes of Russian coal assets, from which

    Mittal had been disqualified, a minor state property official announced that the government will take five days before sending Mittal a letter, explaining the reasons for his exclusion.

    Mittal is not the only powerful Indian figure in Russia to suffer from the painful syndrome typified by vanity blocking the aural passages, and wishful thinking that causes frontal-lobe distortions in impulse control and judgement. A series of recent Indian ambassadors to Moscow and ministers in Delhi, not to mention the Congress Party and Gandhi family treasurers, have all believed in the prospect of taking a share of Russia's resource wealth. But after establishing a modest office in Moscow in 2003, Mittal, his brothers, and son were repeatedly advised to rermain where they were - across the border in Kazakhstan and Ukraine, and not to imagine they will be allowed to permanently move north, except for social visits, and even those have been limited.

    President Vladimir Putin has rejected several overtures from Mittal, and refused to receive him in Moscow. There have also been personal clashes with individual Russian steelmakers such as Alisher Usmanov (Urals Steel) and Alexei Mordashov (Severstal), whom Lakshmi found it easy to outwit, but who have also been burning with thoughts of vengeance ever since. On the other hand, Mittal's son Aditya has been the welcome guest of Victor Rashnikov (Magnitogorsk).

    Privately, some Indians believe the problems they run into in their business dealings with Russians can be blamed on racism. This doesn't explain, however, why while bidding for Russian oil assets, the Chinese have been far more effective than the Indians; and why in this latest case of coal, it is the Japanese, who have come out on top. It is characteristic of all the big Indian failures in Russian business that their promises are announced with great fanfare ahead of time, only to be defeated in the clinches and behind the scenes. Indian intelligence gathering on Russia also seems to find its way into the markets of Delhi, where classified documents, regularly pilfered from ministry files, expose a degree of infighting and commission mongering that is bound to convince Russians to be wary, if not fully resistant to Indian methods.

    Most recently, Mittal was welcomed by Vyacheslav Shtirov, president of the far eastern region of Sakha (Yakutia), and by Sergei Vybornov, chief executive of Alrosa, the Sakha region's dominant enterprise, and the world's second largest diamond miner. According to the Russian media, the Mittals recently offered Shtirov and Vybornov a number of promises they could not resist and they forgot to ask for the Kremlin's blessing. Their subsequent embarrassment with their shortlived Mittal partnership was almost as painful as Lakshmi Mittal's who had delivered exaggerated promises of what he could deliver.

    The simple facts are that on Oct 5, at the Moscow offices of the Russian state property fund, the fifth-ranked Russian steelmaking group Mechel offered Rb58.196 billion (US$2.3 billion) to take a 68.86% stake in Elgaugol (Elga Coal), comprising smaller stakes held by the regional Sakha government and the Russian state railways company, RZD; and a 75% minus 1 share in Yakutugol (Yakut Coal), owned by the Sakha government. Altogether, the coal reserves of the two companies have been estimated at 3.9 billion tonnes, mostly of coking coal. Mechel's bid price was 23% above the Rb457.4 billion reserve fixed by the selling authority.

    The bidding took 30 minutes, and at conclusion, a representative of Arcelor Mittal declared that his company "is surprised that it has not been admitted to the bidding, and waits for an explanation of the reasons". If this sounded like a threat to take the Russian government to court, it compounded the folly of making Mittal's bid public in the first place.

    With coal reserves of 1.7 billion tonnes, Yakutugol was partially privatized in Mechel's favor in January 2005, when it paid $411 million, outbidding other domestic steelmaking rivals. The price then was seem as a risky gamble by Mechel, based either on a promise from Sakha boss Shtirov, of control shareholding at a cheaper price; or based on financial backing from a Japanese trading house. Calculated in terms of value per tonne of coal reserves, Mechel's price in January 2005 was 40% more than the valuation Mechel subsequently offered to take Elgaugol and the rest of Yakutugol off the hands of the Sakha government and RZD.
    Mechel's Russian rivals then tried to revoke the 25% sale, and prevent Mechel, or Shtirov, combining to take the rest. A faction of officials urged the Kremlin to revoke the initial 2005 privatization, on the ground that the transfer of the mine asset to Sakha a decade earlier had been unlawful. Court proceedings to rule on the issue were started. They were then stopped by an agreement on asset transfers between Yakutsk and Moscow and restructuring of Alrosa. This left Mechel in the lurch with Shtirov, whose promise that he would agree to sell Mechel majority control of mine was not endorsed by Putin. According to a source inside Mechel at the time, "negotiations are still going on, but they are tough ones, as we have to negotiate both with Russian [federal] and the local Sakha authorities.     Weeks later, there followed the Brazilian iron-ore miner Companhia Vale do Rio Doce (CVRD), which entered the bidding for Mechel's plan to merge the two coal deposit companies, and provide the substantial foreign investment required for mine development and export marketing of the coal. A press leak of CVRD's interest appears to have been orchestrated to add the allure of a large Brazilian cash injection to Mechel's plan.     MONROVIA (Reuters) - La siderúrgica Arcelor Mittal concedió a la constructora brasileña Odebrecht un contrato de 21 millones de dólares para remodelar una vía férrea y un puerto para un yacimiento de mineral de hierro en Liberia, según informó el martes un alto ejecutivo de la acería.

    Malay Mukherjee, representante de Mittal para Africa, anunció en una rueda de prensa a última hora del martes que Odebrecht asumiría la reconstrucción del puerto de Buchanan, la reparación de una vía ferrea de 300 kilómetros hacia la zona de Yekepa, en el norte de Liberia, y el sondeo de minas en desuso.

    Government extends steel tariffs

    Washington In a victory for U.S. steel makers, the federal government agreed Wednesday to continue tariffs on imports of certain steel products.

    General Motors Corp., Ford Motor Co. Chrysler and other steel consumers had opposed the extension. Ending the tariffs would have increased steel imports, harming U.S. steel makers, said Alan Price, a lawyer for Nucor Corp., which operates a plant in Auburn.

    The U.S. International Trade Commission extended the tariffs on hot-rolled steel from Indonesia, Taiwan, Thailand, Ukraine, China and India but eliminated them for Argentina, Kazakhstan, Romania and South Africa.........
