    Turkish steel capacity utilization ration falls in December

    According to Turkey's Central Bank released preliminary data, in December this year, Turkish basic metal manufacturing capacity utilization was 74.3%, which less than 74.9% in November last year.

    Meanwhile, in December this year, Turkish basic metal manufacturing capacity utilization was71.5%, compared to 71.6% in last month and compared to 72.3% last December.

    Iron ore exports from Port Hedland rise in December

    Iron ore cargoes from Australia's Port Hedland climbed last month to cap a record year as billionaire Gina Rinehart's Roy Hill project began overseas sales, joining miners shipping greater volumes into a global market that's facing oversupply and sinking prices. Total shipments were 37.55 million metric tons from 37.33 million tons in November and 37.12 million tons a year ago, according to data from the Pilbara Ports Authority on Wednesday. Exports to China were 32.17 million tons from 31.73 million the previous month and 30.63 million a year earlier.

    Over the full year, total cargoes of iron ore through Port Hedland expanded 7.8 per cent to about 446.1 million tons from 413.7 million tons in 2014, according to Bloomberg calculations based on port data. In 2013, the shipments were about 318 million tons.

    The increase through Port Hedland, a maritime gateway for miners exploiting deposits in the ore-rich Pilbara, coincide with a jump in shipments from Brazil, which surged to 39.5 million tons in December from 28 million in November, according to government data.

    About 145 million tons of new supply will be added to the global market this year and in 2017, according to Fitch Ratings, which has forecast that prices are unlikely to recover. Rinehart's project plans to expand annual capacity to 55 million tons, with most output under long-term contract.

    Cargoes from Australia will probably climb to 868 million tons this year from 767 million tons in 2015, Australia's Department of Industry, Innovation & Science said last month as it cut its price outlook for 2016. The forecast increase in exports shows that miners in Australia will build market share in China, according to the government.

    Chinese push to increase steel use in construction to combat glut

    According to a report in Bloomberg, senior Chinese officials are pushing for regulations to boost the amount of steel used in new housing as a way to absorb excess supply exacerbated by a slowdown in the world’s second-biggest economy. As per report, in a closed door gathering of more than 300 Communist Party leaders in Beijing in October, Chongqing Mayor Mr Huang Qifan proposed tripling the amount of steel used in construction arguing that using 150 kilograms of steel per square meter, as compared to about 50 kilograms now, would ease overcapacity and improve housing quality

    Mr Huang has publicly promoted more steel framed construction. Mr Huang was quoted official Chongqing media on December 1 urging local steelmakers and property developers to team up to use more steel in buildings and infrastructure to mop up supply.

    The proposal, which the person said came during top-level discussions to finalize China’s development blueprint for the next five years, was notable because of Huang’s rising profile among President Xi Jinping’s economic advisers. The former coking plant manager was named to the panel that drafted Xi’s signature economic plan in 2013 and he was among a half dozen regional leaders who joined the president on a state visit to the U.S. in September.

    Steel usage in urban buildings averages just more 70 kilograms a square meter, a rate that might not vary much by country, said Paul Butterworth, a Beijing-based research manager at CRU Group, a commodities consultancy. Requiring a higher steel intensity in buildings would be unusual by global standards. He said "Simply saying a building must be made out of steel rather than concrete would have little impact on overall usage, although the types of steel would change. There is no design need for a higher level of steel and it would add little to the performance of the building, but would add significantly to cost.”

    While China’s builders have tended to favor cheaper reinforced concrete, they would be expected to shift to more durable steel-framed construction as the economy develops. The government has been discussing ways promote use of the metal since at least 2013.

    Vale remains largest iton ore miner with 523 million tonnes

    With the production of 35.8 million tons of iron ore in 2015, Iranian Mines and Mining Industries Development and Renovation Organization is ranked the world’s 16th largest producer of this mineral, according to IMIDRO.

    The Brazilian Vale Company tops the chart with the production of 523 million tons, followed by Rio Tinto, BHP Billiton, Fortescue Metal and ArcelorMittal with 463 million tons, 395 million tons, 93 million tons and 82 million tons respectively.

    Mexico extends existing provisional iron ore export permits to Dec 2016

    The Mexican Economy Secretariat (SE) has officially announced its decision to extend the validity of existing provisional permits to export iron ore until December 2016.

    In a document filing published in the country’s official gazette, SE has indicated that the set of rules that regulate the export of iron ore from the country has been extended to December 31st, 2016. The expiration of all provisional export permits has been extended until the end of this year.

    It must be noted that SE had initially introduced general rules for foreign trade during December 2012. Further, it had announced amendments to the framework by granting provisional permits for export of the raw material with the intention of inhibiting illegal exploitation and sales of these products.

    Brazilian flat steel imports in 2015 plunge 29.6% YoY

    Brazilian imports of carbon steel sheet products sank 29.6% year on year to 800,205 tonnes in 2015, data from the foreign trade ministry showed. In 2014, the country imported about 1.14 million tonnes of flat sheet goods.

    Imports of hot-rolled coil during 2015 totaled 28,095 tonnes, 13.7% above the 183,001 tonnes registered a year before. Cold-rolled imports fell 35% to 315,964 tonnes from 486,650 tonnes in 2014. Imports of hot-dip galvanized products shrank 40.8% to 276,146 tonnes from 466,937 tonnes in 2014.

    Total imports were valued at $473.62 million FOB. HRC represented $107.61 million FOB, CRC $180.36 million FOB and HDG $185.65 million FOB.

    In December, Brazil imported 20,564 tonnes of flat steel products. HRC totaled 4,373 tonnes, CRC 6,523 tonnes and HDG 9,668 tonnes. In the month, total imports were valued at $10.96 million FOB — $1.93 million FOB were from HRC imports, $3.09 million FOB were from CRC imports and $5.94 million FOB were from HDG imports.

    POSCO to display automotive steel at North American International Auto Show

    Korea Times reported that POSCO is accelerating efforts to increase the sale of its automotive steel products as part of a strategy to fill in profit voids caused by an ongoing struggle in the steel industry.

    The Korean steel maker said on Sunday that it will take part in the North American International Auto Show, which starts on Monday. POSCO plans to display about 30 advanced automotive steel materials.

    Products to be exhibited include dream material" twinning-induced plasticity steel (TWIP), which the company began producing commercially last year for the first time in the world. The TWIP steel is three to four times stronger than other steel, yet 30 percent lighter and five times easier to handle. Due to its great impact absorption, it can improve safety when used in bumper beams.

    The company will also reveal the PosM-XF, next generation TWIP with improved forming ability, together with the recently developed 1GPa TRIP steel.

    This will mark the first time that a steelmaker will have set up a separate booth at an international motor show. POSCO officials say the decision is part of its shift to focus more on automotive products because it expected demand for cars to improve slightly in key target markets.

    POSCO supplies its steel products to the top 15 automakers.

    Iranian steel exports surge in last 9 months

    IRNA reported that Iranian Mines & Mining Industries Development & Renovation Organization said on Saturday that more than 20 percent of crude steel produced in the country were exported in the past nine months of the Iranian year.

    The IMIDRO said that more than 2.6 million tons out of about 12 million tons of Iran's crude steel output were exported to foreign markets in the past nine months of the year.

    IMIDRO said that export of steel from Iran is expected to reach three million tons by end of the year, a figure unprecedented compared to that of the preceding periods.

    New benzol removal plant being built in Appleby Coke Ovens of TATA Steel

    Scunthorpe Telegraph last week reported that a new benzol removal plant is being built in the Appleby Coke Ovens complex on the Tata Steel works in Scunthorpe. The Appleby complex, built in 1938, has been saved from closure as part of the recent cuts.

    The current eight Benzol scrubbers are being replaced by a single more efficient unit.

    Absorbing oil is sprayed on to the coke oven gas to remove the benzene which is then processed, stored and sold on.

    Tata Steel has not disclosed the cost of the work.

    Bluescope Steel stung by alleged corporate espionage

    WA Today last week reported that BlueScope is trying desperately to retrieve 'highly sensitive and commercially valuable' information allegedly stolen by a disgruntled former employee. The case of alleged international espionage has left the company reeling.

    As per report “On the day long-serving BlueScope software development manager Chinnari Sridevi "Sri" Somanchi was to be made redundant in June 2015, she was suddenly busy on the phone. For the next two hours her redundancy meeting was delayed while Ms Somanchi was locked on the lengthy call, as her manager circled her desk trying to get her attention. What the company did not know at the time, and now alleges, was Ms Somanchi was spending those precious hours downloading a cache of company secrets so financially important to BlueScope it has launched emergency legal action in the Federal Court of Australia and Singapore, where she is now based, to stop the information falling into the hands of its competitors.”

    Ms Somanchi has been accused this week of downloading a trove of company documents – about 40 gigabytes – over a four-year period, including the codes she allegedly downloaded just before her redundancy meeting.

    BlueScope is now trying desperately to retrieve "highly sensitive and commercially valuable" information allegedly stolen by Ms Somanchi, who it describes as a disgruntled former employee.

    Ms Somanchi is also expected to be sacked this week from a BlueScope joint venture with a Japanese steel giant in Singapore, court documents show.

    Losing its customised software to a rival firm would so badly damage BlueScope that it was not seeking penalties because "it is difficult to see how damages could adequately compensate BlueScope for the loss", a senior manager's affidavit said. The business unit at risk generates $US45 million in turnover each year.

    A company spokesman confirmed it had an "IP-related matter before the courts in both Australia and Singapore" and had received an injunction this week.

    Union urges workers to ratify deal with US Steel

    Tribune Live reported that more than 17,000 union workers will cast ballots by the end of this month on a tentative contract with US Steel Corp, an agreement that doesn't require health insurance premium contributions but also doesn't include automatic wage increases for three years. The United Steelworkers union, which reached the agreement with late last month, said it expects to count ballots February 1.

    The proposal, which runs until September 1, 2018, includes no wage increases but does have a provision for lump-sum payments if inflation goes above 3 percent a year. It includes a higher profit-sharing formula.

    Rank-and-file union members started receiving an 18-page summary of the tentative contract this week, an agreement for which Steelworkers negotiators said they fought hard and which they recommend workers ratify.

    Union's negotiating committee said in an introduction to the summary “This is an agreement that we believe is right for the time in which we find ourselves. We were able to hold the line and push back against deep, concessionary demands while employing a strategy that allowed us to keep working and avoid a strike or a lockout.”

    Summary states “A recovery in the domestic steel market will take some time, but when it does, the US Steel Profit Sharing Plan will share a larger percentage of profit to reflect the absence of wage increases during the proposed agreement.”

The United Steelworkers union, which represents workers at the company, said it is in discussions with several parties that are interested in acquiring the steel maker and keeping it running.

    Discussions with potential bidders are at various stages, the union said in a court filing, but are threatened by a new sales process US Steel Canada wants the Ontario Superior Court to approve. The process would include a prohibition on potential bidders contacting stakeholders directly.

    Another stakeholder group, retired and active salaried employees, said two former executives of Stelco Inc have met with credible investors that have expressed interest in potentially making capital investments in U.S. Steel Canada and that support a restructuring plan the salaried group is developing.

    US Steel Canada has been operating under the protection of the Companies’ Creditors Arrangement Act since September, 2014. United States Steel Corp, which bought the company in 2007 when it was Stelco Inc., cut ties with its Canadian unit last year after failed restructuring negotiations with stakeholders and a failed sales process.

    Odisha steel makers want market forces to decide OMC iron ore E auction floor prices

    Business Standard last week reported that the All Odisha Steel Federation has opposed the fixation of base prices at e-auctions by state controlled miner Odisha Mining Corporation. The AOSF held that market forces should be allowed to determine the floor price of iron ore offered for electronic auctions.

    Mr Purushottam Kandoi, president of AOSF wrote in a letter to Mr VK Saraswat, member, Niti Aayog that "They (OMC) should open the material to the market and allow the market forces to decide the workable rates for each bidder, especially when they are seeing that their e-auctions are total failures. Moreover, the condition of forfeiting earnest money is also another cruel method of punishing the steel industries who fail to lift for reasons like low funds, no viability and high base rates. Despite this, they have mercilessly forfeited as much as they can.”

    He wrote "Industries are permanent structures and are bound by numerous commitments to their labourers/employees, bankers and to the society at large. In any adverse situation, they cannot just wind up their business activities and shift to some other line of business. Taking advantage of this situation, the raw material suppliers like mine owners, transporters and various other suppliers have exploited these industries.”

    He alleged that the mine owners have stacked more than Rs 3 lakh crore in their bank accounts/ private chests whereas the steel industy is facing the heat of bankruptcy, resulting in NPA (non-performing assets) and SDR (Special Drawing Rights) to the tune of Rs 3 lakh crore.

    While the miner's cost of raising iron ore is hardly Rs 500 a tonne, they were selling it at an exorbitant price, using monopolistic practices, the federation said.

    Turkish economy minister pledges support for steel sector

    Daily Sabah reported that Turkish economy minister Mr Mustafa Elita? and his officials met with Steel Exporters Union Executive Board Chairman Mr Nam?k Ekinci and other board members on Sunday, pledging support to remove obstacles preventing the expansion of the sector.

    Mr Elita? said the ministry would prioritize the sector's grievances and would immediately form a task force to implement certain counter-measures. Ekinci, speaking after the meeting, expressed his confidence that the ministry would take action and coordinate its efforts with other relevant ministries:

    He said "We trust our ministry and the government. If the necessary action is taken, the Turkish steel sector can regain its strength and continue to create added value for the economy and export."

    Representatives of the local steel sector, which is considered one of the key sectors in the economy, shared several problems preventing the growth of production and export. Producers explained that increasing steel imports, the shrinking of export markets in the Middle East and North Africa, coupled with several unwarranted anti-damping trials and protection measures in export markets, had severely curtailed their production. They also complained about China's aggressive export strategies in violation of World Trade Organization (WTO) rules and some export markets creating domestic steel sectors as huge problems against which they asked the Economy Ministry to take action.

    Angolan steel plant creates jobs and supports industry diversification

    Aceria de Angola is the name of an ambitious US$300 million private steel project in Angola, funded by K2L Capital, which will produce 250kt of steel per year during its first phase, and ultimately will negate the need for Angola to import steel. The project is part of K2L Capital’s growing portfolio of ventures in the region and has been approved by His Excellency José Eduardo dos Santos, President of the Republic of Angola.

    K2L claims that the new steel plant will produce over 300kt of steel rebar when in full production, which is roughly how much Angola has been importing.

    K2L’s remit is to build a better Africa and support Angola in its plan to diversify its economy in the midst of an oil crisis. The company’s chairman and CEO, Georges Choucair, described the ADA steel project as ‘part of the road to economic diversification’. He said it would bring a new and dynamic industry to Angola that was not related to oil and gas and would save US$200-300 in foreign currency reserve for the Angolan National Bank.

    The ADA project represents the largest private investment in the region. It will create 600 direct jobs and 3,000 in-direct jobs.

    Fears thousands of Tata Steel jobs could go at Port Talbot

    Scunthorpe Telegraph reported that according to national media reports, thousands f jobs are at risk at Tata Steel's Port Talbot plant in UK. The Mirror reported that the steelworks, which employs 4,500 people, is at risk of closure with union leaders and politicians calling for an "urgent rescue plan". It says the plant is reportedly losing £1 million a week.

    Mr Alan Coombs, of the Community union, is reported as telling the paper the majority of the 4,500 jobs at Port Talbot could be at risk "if not all of them".

    He said: "It seems the prize of our survival is getting further and further away. I am very worried about the future of Port Talbot. Everybody realises the position we are in is not sustainable so we need a plan we can get behind and support."

    The Daily Mirror reports a spokeswoman for Tata told them: "We have no announcement to make at present."

    The fears come as hundreds of Scunthorpe steelworkers are going through redundancy consultations at the town works.

    Steel evaluating business operations in Lorain

    Cleveland.com reported that in light of Republic Steel's announcement Thursday of 200 impending layoffs in Lorain, US Steel said it would not confirm or deny possible layoffs, but that the company currently is evaluating its business operations.

    Ms Jessica Franklin, a spokeswoman for United States Steel Corp, said "We continue to adjust our production at Lorain to meet our operational and business needs. We have not provided additional comment or confirmation regarding the number of employees potentially impacted.”

    On Thursday, Republic Steel announced that the company is temporarily idling its rolling mill operations in Lorain and about 200 people will face layoffs in the next few months.
