We cannot comment on your specific situation, but if I interpret the statement of NatWest correctly, it is the agent who needs to provide (legal?) guidance on how to manage the physical security on which the Turbo was based on.
Euroclear Nederland is at the service of the agent to execute their instructions, and it does not seem that Euroclear Nederland is delaying any of the processes, nor is Euroclear Nederland blocking any payment to yourself.
