    TSMC cannot afford to lose Chinese mainland market despite relentless US pressure

    The US has reportedly "ordered" the Taiwan Semiconductor Manufacturing Co (TSMC) to halt sales of advanced chips, which are usually used in artificial intelligence (AI) applications, to Chinese mainland's customers. Analysts said on Sunday that despite relentless US pressure, the chipmaker from the island of Taiwan cannot afford to lose the mainland market.

    The US Department of Commerce sent a letter to TSMC imposing export restrictions on certain sophisticated chips, of 7 nanometer or more advanced designs, destined for mainland that power AI accelerator and graphics processing units, Reuters reported on Sunday, citing anonymous sources.

    The "order" will take effect on Monday, the report said.

    In recent years, the US has relentlessly tightened restrictions on AI chip exports to China. However, businesses are driven by profit, and while TSMC may not be able to resist US pressure, it will undoubtedly seek ways to preserve some flexibility and room for negotiation, Ma Jihua, a veteran telecom industry observer, told the Global Times on Sunday.

    Like many other chipmakers, it cannot afford to lose the mainland market, Ma said.

    In a statement sent to the Global Times on Sunday, TSMC said it is a law-abiding company and is committed to complying with all applicable rules and regulations, including applicable export controls.

    Citing an insider from TSMC, Taiwan island's local Economic Daily News reported on Friday that "the company is currently discussing how to respond to the new US regulations." The report also quoted an anonymous industry source as saying that it is unlikely TSMC will suspend shipments of the relevant products at this time.

    TSMC hopes that the restrictions will only apply to mainland companies with products related to AI chips, without affecting other customers, such as those in the mobile chip sector, the local media reported.

    In fact, the US decoupling policy toward China has introduced significant uncertainty across the industry globally. While Washington pressures its so-called allies to decouple from China, the reality is that there has been considerable resistance.

    Peter Wennink, the former CEO of ASML, the world's leading lithography manufacturer based in the Netherlands, clearly stated in a media interview that the China accounts for 30 percent of its orders. Despite export restrictions, ASML will not abandon the market and will do everything possible to continue selling lithography machines to China, Sing Tao Daily reported in 2023.

    Even with full implementation of AI chip export restrictions to China, the impact on the country's AI development would be limited, Ma said, noting that leading high-tech companies in China have also built sufficient computing power reserves, and the country's AI industry remains at the forefront of the world.

    Chinese chip companies have made remarkable progress in recent years despite the ongoing US pressure, Ma said.

    In the first seven months, China's semiconductor exports totaled 640.91 billion yuan ($89.27 billion), a 25.8 percent year-on-year increase. Among key export categories, this was the second-highest growth rate, trailing only that of ships, according to data released by the General Administration of Customs.

    Meanwhile, China has steadily increased domestic production of semiconductors. In 2013, the ratio of domestic production to imports was 32.58 percent, but by the first half of 2024, this figure had risen to nearly 80 percent, highlighting a continuous rise in self-sufficiency and a significant boost in domestic production levels, domestic news site stcn.com reported in August.

    BIS Imposes Export Controls on TSMC’s N7 and Below Chips, Impact Expected to Be Limited
    New Export Restrictions Target Advanced Semiconductor Nodes, Minimal Disruption Anticipated for TSMC



    It is rumored in the market that some Chinese customers have obtained advanced process chips before the restrictions, which is why the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) is requiring TSMC to stop supplying all products below the N7 process to Chinese customers.

    According to our understanding, the BIS has not yet formally issued an order, so TSMC is expected to avoid penalties by proactively complying with BIS export control regulations. TSMC will likely increase its level of scrutiny on Chinese AI businesses, and the new regulations are expected to take effect on November 11. Once the new regulations begin, N7 and below products may temporarily cease supply to Chinese customers. This is expected to have the greatest impact on HPC/AI and related products, while other consumer products should still be available to China as long as they comply with BIS’s conditions.

    We believe TSMC will not be significantly affected in the short term. China’s revenue accounted for 12% of TSMC’s revenue in 2023, and we estimate a decline of less than 10% in 2024. Additionally, TSMC’s AI revenue from China is estimated to account for no more than 3% of total revenue in 2024, and this ratio may further decline by 2025.

    This is because most of TSMC’s AI revenue comes from U.S. customers. Therefore, we remain cautiously optimistic about TSMC’s future growth and believe that the U.S. will remain TSMC’s main growth driver.

    IP/IC design service companies face primarily limited risks from the latest export controls on China, focusing mainly on mature manufacturing processes with no direct impact.

    The new wave of export controls on China may affect AI applications, particularly in HPC and related fields. Taiwanese IC design companies generally concentrate on mature processes, and their revenue exposure to China has already been gradually reduced since the 2023 export controls. For example, GUC and Alchip focus on industrial and network applications for China, with the majority of their sales in N12 and above processes. Therefore, the impact of the new regulations is expected to be minimal. According to Alchip, its revenue from China has recently decreased to about 10%, with only specific HPC-related projects, such as ADAS, potentially facing a negative impact.

    Overall, we believe the IC design service industry will experience minimal impact, although there may be some influence on their Chinese orders. As for IP vendors, the new regulatory measures are expected to bring no direct impact in the short term. However, if design houses are restricted from shipping to China due to stricter regulatory compliance, they may face indirect impacts.

    Einde CHIPS and Science Act?

    Deze wet, aangenomen onder president Biden door het Amerikaanse Congres in 2022, heeft tot doel om onderzoek naar en fabricage van halfgeleiders in de Verenigde Staten naar een hoger plan te tillen. Dit wil de Amerikaanse politiek graag om zodoende met de meest belangrijke commodity van dit moment minder afhankelijk te worden van het buitenland. Bovendien levert het veiligheid en banen op. De Amerikaanse overheid heeft hier maar liefst 280 miljard dollar voor over. De teller staat momenteel op 22 bedrijven die profiteren van deze wet, waaronder TSMC. Met subsidies en goedkope leningen onder deze wet werd de grootste chipfabrikant ter wereld gelokt om een aantal chipfabrieken in de Verenigde Staten te bouwen. De Taiwanezen krijgen hiervoor 11,6 miljard dollar overgemaakt. De vraag is echter of de nieuwe Amerikaanse regering deze wet zal gaan terugdraaien zodat TSMC naar de middelen kan fluiten. De onzekerheid hierover deed het, nota bene op Wall Street genoteerde, aandeel de afgelopen dagen dalen met zo’n 7 procent. Wat hier ook meespeelde, is dat vanaf deze week TSMC helemaal geen chips van 7 nanometer en kleiner meer levert aan China. Dit is op verzoek van de Verenigde Staten en de uitkomst van een melding dat er een chip van TSMC aangetroffen werd in hoogwaardige Chinese processoren die gebruikt worden voor het trainen van taalmodellen die AI-chatbots aansturen. Ik schreef hier 3 weken geleden over op deze plaats. Het Amerikaanse verzoek heeft waarschijnlijk niet heel veel impact op het bedrijf. De chipfabrikant ontvangt immers meer orders dan het kan produceren. Zo’n 11 procent van de omzet van TSMC in het derde kwartaal was afkomstig van Chinese orders.

    Analisten verwachten dat Trump de CHIPS and Science Act niet zal terugdraaien maar wel zodanig zal herpositioneren dat zijn regering uiteindelijk de credits zal krijgen als de wet tot een succes zal leiden. Te meer omdat de wet ontworpen werd onder Trump’s eerste regeerperiode. Deze ‘rebranding’ zorgt natuurlijk alsnog voor onzekerheid bij TSMC over de toegezegde middelen. Zo zou de herpositionering van de wet bijvoorbeeld kunnen leiden tot vertraging van de bouw van de fabrieken als gevolg van allerlei politieke formaliteiten.

The award comes after the previously signed preliminary memorandum of terms, announced on April 8, 2024, and the completion of the Department’s due diligence. The award will support the company’s planned investment of more than $65 billion in three greenfield leading-edge fabs in Phoenix, Arizona. The Department will disburse the funds based on TSMC Arizona’s completion of project milestones.

The purchase would be in mid-2025 near a plant TSMC bought from Innolux in August, in the Southern Taiwan Science Park (STSP). The leased plant is in the Hsinchu Science Park (Zhunan).

    TSMC will hold a ceremony at its 2nm fab in Kaohsiung, south Taiwan tomorrow (11/26) to celebrate the start of production line installation at Fab P1, media report. The ceremony marks the end of construction and beginning of operations. The fab will open 12/1 with some machinery ready to be moved in. Fabs P2 & P3 in Kaohsiung remain under construction.

    Update TSMC nieuwe fabrieken...

    TSMC’s 2nm Kaohsiung fab is 6-months ahead of schedule as it hosts an equipment move-in ceremony today, open only to clients, partners, govt officials, media report, noting it is behind TSMC’s 2nm fab in Hsinchu (Baoshan), which had equipment move-in in April and began using Nvidia’s cuLitho AI platform to speed up risk production. A 2nd fab in Baoshan is on schedule. Work installing equipment at the Kaohsiung fab is already underway. It is expected to be in risk production in the 1st half-2025

    TSMC Kaohsiung 2 nanometer factory entered today. Apple and Super Micro are expected to be the first batch of customers.
