Hartelijk dank Ozzy.

    Success,

Redcar jobs fair to aid steel workers of Teeside

BBC reported A jobs fair is being held on Teesside in a bid to help steel workers and contractors hit by the closure of the SSI plant find new employment. The Thai-based owners have gone into liquidation, with the loss of 2,200 jobs at the Redcar site.

There have also been knock-on job losses at contractors and suppliers.

More than 30 employers are showcasing opportunities, with vacancies ranging from heavy industry to administration and logistics.

Sue Soroczan, from Durham and Tees Valley Jobcentre Plus, said "We've had a fantastic response from companies in the area and beyond. They recognise that the SSI workforce have excellent skills that would be transferable to a range of jobs currently available."

Tata Steel UK statement over reports of jobs axing in Scunthorpe

Scunthorpe Telegraph reported Tata Steel works in Scunthorpe has issued a statement following reports that up to 1,000 jobs in the town could be axed.

A Tata Steel spokesman this afternoon told the Scunthorpe Telegraph “We’ve been talking about the challenges we're facing in the UK for many months - surging imports, compounded by the strong pound and uncompetitive policy costs. We've made a number of structural changes to our UK business over the last months and years to make us more competitive. Like all companies we continue to review the performance of our business.”

He said "Whenever we make a decision that affects our business, like other organisations we would inform our employees first."

Tata Steel expected to axe 1,200 jobs at Scunthorpe, Dalzell and Clydebridge in UK

Wales Online reported that UK steel industry is facing a worsening crisis, with more than 1,200 fresh jobs expected to be axed in one of the country’s biggest plants as Tata Steel is expected to announce cuts in Scunthorpe and two sites in Scotland, dealing a massive blow to the industry so soon after steelmaking ended at the Redcar plant on Teesside.

As per report “An announcement is expected next week, probably on Tuesday, which would deal a massive blow to the industry so soon after steelmaking ended at the Redcar plant on Teesside. Most of next week’s cuts are expected to hit Scunthorpe, but steelmaking will effectively end in Scotland if cuts are confirmed in Dalzell and Clydebridge.”

For the thousands of Welsh steelworkers at Port Talbot and Trostre, the news will mean they remain desperately concerned about the state of the British steel industry and the fate of laid off workers.

Mr Roy Rickhuss, general secretary of Community, said: “Clearly this is extremely worrying news for all those who may be affected. We’ll be seeking further discussions with Tata Steel to understand the full detail, examine alternatives that may safeguard jobs and uphold our principle of opposing compulsory redundancies. This is yet another blow to our steel communities and demonstrates the precarious state of the UK steel industry and emphasizes the need for government action which Community and the employers have been calling for at the summit today. We will also be seeking a meeting with the Scottish Government as a matter of urgency to discuss what support they can offer to Tata Steel’s Scottish steel mills at Dalzell and Clydebridge.”

Unite assistant general secretary Mr Tony Burke said: “This news heaps further uncertainty on the steel industry and all those whose livelihoods depend on it. We will be consulting urgently with Tata over potential job losses and will leave no stone unturned in protecting our members’ jobs and steelmaking in the UK.

Hoa Phat Group announces surge in revenue and profits in 9 months

VNS reported that Vietnames steel maker Hoa Phat Group earned VND19.16 trillion (US$855.3 million) in revenue and VND 2.75 trillion ($122.7 million) in profits in the first nine months of 2015. The group said compared with the same period last year, the revenue and profits grew 7.57 per cent and 6.63 per cent, respectively.

The group said most of the revenue and profits came from the construction steel sector, adding that the fodder section also contributed VND500 billion ($22.3 million) to the total revenue.

The group will launch the sale of the real estate project in 493 Truong Dinh in Ha Noi in Q1 next year. However, a Hoa Phat representative said it would not expand the real estate business.

Hoa Phat Group Chairman Tran Dinh Long said the reduction in iron ore would affect revenue and profits next year, adding that the price of one tonne of steel had fallen from VND14 million ($647) to VND9.5 million ($424) since early this year.

Hoa Phat is one of the largest steel makers in Viet Nam, with a registered capital of VND13.1 trillion ($584.8 million). On October 15, each share of Hoa Phat closed at VND32,700 ($1.45) on the HCM City Stock Exchange.

US court approves dismisses bankruptcy of RG Steel Sparrows Point

The Baltimore Sun reported that a US bankruptcy judge on Thursday approved a settlement in a bankruptcy suit involving the former owner of the Sparrows Point steel mill, agreeing to dismiss the long-running and contentious case. The deal in the RG Steel case, which was reached after more than a year of mediation, directs $12 million of a $15.6 million pool toward union creditors, including $6.3 million for vacation and severance pay.

The agreement is expected to yield about $1,500, before taxes, for each of the more than 4,000 union workers who lost their jobs when the firm entered bankruptcy in 2012.

The structured dismissal removes the case from the traditional Chapter 11 bankruptcy process in a rare but increasingly popular move to resolve hopeless cases. It satisfies a fraction of outstanding claims stemming from the more than $1 billion owed at the time of bankruptcy.

RG Steel's owners, The Renco Group and Cerberus Capital Management, as well as the United Steelworkers and other union parties backed the agreement as the only option to recover money for unsecured creditors.

Renco, a privately owned New York company founded by Rennert in 1975, often buys struggling companies and resells them, but it also continues to run a number of businesses in mining, metal fabrication and defense equipment. Companies in its portfolio produce more than $5 billion in revenues each year and employ more than 12,000 people worldwide.
Renco purchased Sparrows Point and other mills in a $1.2 billion transaction in 2011. Creditors alleged that the firm's distressed finances were apparent quickly, but Rennert delayed filing bankruptcy to protect Renco and himself, placing the company in further debt and other creditors at a disadvantage.

Unions urge Scottish Government to act over steel closures

Scotsman.com reported that Union leaders are also calling on ministers to take a “different” approach from the industrial strategy which saw the new Forth Bridge largely built with imported steel from China. The Forth Road bridge was largely built from Chinese steel prompting widespread criticism from opposition MSPs. Mr John Park, assistant general secretary of the Community Union, said the Scottish Government should act to ensure the plants remain operational to avoid vital skills being lost.

Mr Park said “If the Scottish steel industry is to have a future, then Nicola Sturgeon must ensure the strategic assets at Dalzell and Clydebridge are maintained. We also need the Scottish Government to examine their public infrastructure plans and work with all sides of industry to develop a proper industrial strategy for the sector. We believe these Scottish sites can be successful and we are ready to work with the Scottish Government and potential investors to secure the future of steel in Scotland.”

He added “For steel to have that future we must secure the skills of the men and women who work in the industry. That is why we are calling on the Scottish Government to support short-time working programme should that be necessary over the coming weeks. “Scottish steelworkers will need more than warm words and we will be pushing for Nicola Sturgeon to provide the sort of practical support they need.”

Mr Park, an ex-Labour MSP added: “I think the Scottish government would look back on that and perhaps approach it a little bit differently. But we don’t want to look at things that happened in the past - we need to look to the future now. I think all Governments, UK and Scottish Governments, need to be much more active in their industrial staregy and approach and learn from the Germans in particular.”

Ms Sturgeon has said that ministers will set up a task force to deal with the impending fall-out of the anticipated job losses.

Indian giant Tata is expected to confirm plans to close its plants in Motherwell and Cambuslang this week with the loss of about 400 jobs. A further 800 jobs are expected to be lost elsewhere in the UK

Police probe pensions complaint in Redcar SSI

BBC reported that Cleveland Police has said it is looking into a complaint about pension contributions to Redcar steel workers. The site closed on Monday with the loss of 2,200 jobs, after its Thai-based owner SSI went into liquidation, and no buyer could be found.

Andy McDonald, Labour MP for Middlesbrough, then wrote to police expressing concerns about missed payments to the pension scheme. In his letter to Cleveland Police, Mr McDonald said evidence suggested SSI UK had deducted pension contributions from workers' salaries but these "funds were not paid over to the relevant pension provider." It continues: "I would be obliged if you would accept this letter as a formal complaint."

The force has now said it is liaising with the Insolvency Service.

In a statement the force said: "Cleveland Police's Economic Crime Unit is liaising with the Insolvency Service following the receipt of a complaint regarding the misallocation of pension contributions from SSI workers."

Big catching up needed for steel industry in Philippines

The Philippine Star reported that seven domestic banks have pooled a P4.4-billion syndicated loan to finance the construction in Plaridel, Bulacan of a modern reinforcing-steel-bar rolling mill, with an annual capacity of 1.2 million tonnes. The loan package is billed as a “maiden peso syndicated offering” and the “largest peso-denominated syndicated term loan facility to date for a steel mill in the Philippines.”

Similarly SteelAsia Manufacturing Corp deserves praise for forging the peso loan for its wholly owned subsidiary, Del Pilar Steel Inc, which will operate the Plaridel mill. Said to be the largest and most modern reinforcing steel bar producer in the country, SteelAsia has strategically set up rolling mills in Cebu, Davao, and Cagayan de Oro. It’s planning another one in Southern Tagalog. The Plaridel mill will expand the firm’s annual production from 2.1 million metric tons to 3.3 million metric tons by 2017.

Yet this additional capacity will supply but a small portion of the country’s fast-growing consumption of steel products – placed at 6 million metric tons in 2012 and projected to more than treble to 20 million metric tons by 2030. That’s a lot of catching up in domestic steel production.

Ironically, according to the Philippine Iron and Steel Institute, about 60 percent of our steel product consumption in the last five years was imported from China, Russia and Japan. Worse still, the Philippines has been importing 80 percent of the required slabs and billets: the crude-steel main inputs for the rolling mills to manufacture long and flat steel products.

It’s small comfort that four other Southeast Asian countries are also net importers (about 2/3 of their consumption) of iron and steel products. They are Indonesia, Malaysia, Thailand and Vietnam. But according to data provided by the Southeast Asia Iron & Steel Institute, these four countries are well ahead of the Philippines in moving toward the integration of their iron-and-steel-making capacities, including the production of slabs and billets.

In fact the PISI (an affiliate of the SEASI) acknowledges that the Philippines has zero ISM capacity compared with the four Southeast Asian neighbors. Their ISM capacities (in million metric tons) and degrees of self-sufficiency are: Malaysia, 5.1(57 percent); Indonesia, 5.8 (46 percent); Thailand, 6 (37 percent); and Vietnam, 9.1(81 percent).

Thousands sign petitions in bid to help save Scunthorpe steel industry

Scunthorpe Telegraph reported that thousands of people have been signing petitions calling on the government to stand up for the steel industry in Scunthorpe after the news Tata Steel is expected to cut hundreds of jobs at the town's works. Although they have yet to confirm any job losses, Tata are expected to make an announcement on Tuesday.

Reports suggest there could be 1,200 redundancies with 800 in Scunthorpe.

A spokesman said on Friday the industry has faced many challenges including "surging imports, compounded by the strong pound and uncompetitive policy costs".

Steelworkers and trade union officials collected nearly 2,000 signatures in the town centre on Saturday calling on the government to stand up for steel.

An online petition set up by steelworker David Cox also has more than 3,000 signatures. He said: "I'm from Scunthorpe. I work for Tata Steel at the BOS Plant. If Scunthorpe steel works was to close its doors, Scunthorpe would be a ghost town. Scunthorpe steel works employs thousands of people: Tata employees, contractors, IE Construction, security, cleaners."

Another petition, launched on website change.org by Scunthorpe resident Ric O'Sullivan, has more than 3,700 signatures.

Vietnamese steel makers raise flag on surge in imports from China

Thanh Nien News reported that Vietnamese steel producers have urged authorities to monitor the increasing imports of steel billets from China, saying the tax exemption provided for such imports needs to be reconsidered. In letters to the finance ministry and other relevant agencies, the Vietnam Steel Association said Chinese exporters claim their products are alloy steel with 0.3-0.4 percent chrome content, thus getting import duty exemption.

But the minuscule chrome content does not add any value to the steel billets, meaning they cannot be used for making high-quality products, it said. They should be taxed at 9 percent, which is the rate for non-alloy steel used for construction purposes, it said.

It said the Ministry of Industry and Trade together with customs should closely supervise how the imported billets are used, and slap the tax if they are found to be used for producing construction steel.

The association's letters came after imports of Chinese steel billets shot up, forcing many local manufacturers to scale back production since they cannot compete with the cheap imports. Vietnam imported 62,000 tons last month, only slightly lower than the combined figures for July and August when over 65,000 tons were bought. More than 1.13 million tons of steel billets, 75 percent of it from China, were imported in the first nine months, almost triple the volume imported in the same period last year.

200 million tonnes of iron ore discovered in Kigezi in Uganda

The Observer reported that aerial geological surveys conducted by the Geological Surveys and Mines Directorate Kigezi sub-region in southwestern Uganda reveal 200 million tonnes of iron ore deposits. Godfrey Bahati, the acting Director of GSMD in the Ministry of Energy and Mineral Development says that the surveys conducted in financial year 2014/15 showed massive deposits of iron ore in Kabale, Kisoro and Kanungu districts.

He says preliminary estimates of confirmed iron ore deposits in Kigezi alone is at 200 million metric tonnes, adding that the potential for the entire region as well as the country could go beyond a billion metric tonnes or more.

Documents from the directorate show that iron ore discoveries have been made at Buhara, Muyebe and Nyamiringa in Kabale District, Nyamiyaga and Kazogo in Kisoro District and Kinamiro and Butogota in Kanungu District.

According to Bahati, confirmed iron ore deposits are also found in parts of Mbarara and southeastern Uganda. He says under the Mineral Wealth and Mining Infrastructure Development Project, an appraisal will be done to establish the full extent of iron ore deposits, as well as rare earth minerals and uranium.

Tata Steel Europe cuts 1200 jobs in UK

Tata Steel’s Long Products Europe business announced proposals to stop production of steel plate. This comes in response to a shift in market conditions caused by a flood of cheap imports, particularly from China, a strong pound and high electricity costs. As a result, Tata Steel has been forced to make changes to its Long Products Europe business. The proposed changes would lead to around 1,200 job losses – about 900 in Scunthorpe and 270 in Scotland as well as a small number at other Long Products Europe sites. Plate mills in Scunthorpe, Dalzell and Clydebridge would be mothballed while one of the two coke ovens at the Scunthorpe steelworks would be closed.

Global steel sector facing worst recession in decade – Turkish experts

Todays Zaman reported that Turkish steel exprts say that the global steel sector is facing its worst recession in a decade and Turkish producers are facing similar problems.

Turkey Steel Producers Association Secretary-General Mr Veysel Yayan told the Dünya daily “With the latest developments, there are firms around the world that are slowing production or shutting down completely. In Turkey the sector continues to struggle with a few exceptions.”

However, steel producers in developing countries such as Russia, India and Turkey are in better shape than developed producers, such as the floundering United Kingdom, which is facing higher production costs.

China's steel demand has now peaked and the sector is facing the consequences of earlier expansion.Chinese steel output dropped 3 percent to 66.12 million tons in September, compared with a year ago. Data from the National Bureau of Statistics showed that steel output in the first nine months of 2015 fell 2.1 percent year on year to 608.94 million tons.

Viet Nam Steel Association accuses China of trade fraud

VNS reported that the Viet Nam Steel Association has accused China of committing trade fraud in exporting steel ingots to Viet Nam, causing losses of millions of US dollars to the State budget. In a document sent to the ministries of industry and trade, finance, and science and technology last week, the association said that cheap steel ingots from China were flooding the domestic market and that several exporters cheated to enjoy tax rate gaps.
The association said “This is not the first time that cheap steel ingots from China have flooded the domestic market, burdening local producers. Exporters are taking advantages of tax policies to commit fraud.”

During August and September, the association said parts of steel ingots from China were added with chrome to be turned into alloy to enjoy zero tax rate, instead of the tax rate of 9 per cent imposed on steel ingots for construction.

The association cited customs statistics showing that import of steel ingots containing chrome reached 3,000 tonnes in August and dramatically increased to 62,000 tonnes in September, anticipating a continued rise in the remaining months of the year if no action was taken. The two-month import alone worth US$21 million steel ingots containing chrome would cause a loss of $1.9 million to the State budget, the association estimated.

The entry of cheap imported steel ingots into the domestic market was burdening local production which was now running at only 60 per cent of 11-million-tonne design capacity. If the situation was not improved, local producers would face further difficulty, amid a Chinese economy slowdown forcing the country to expand exports as the domestic demand fell.

The association proposed the management of imported steel ingots containing chrome to be tightened. If the steel ingots were used to produce construction steel, the tax rate of 9 per cent must be imposed, said the association.

Nguyen Van Sua, the association's vice chairman, said steel alloys containing less than 0.3 per cent of chrome could be used as normal steel ingots. The use of trade defence instruments should be considered to prevent trade frauds and unhealthy competition.

Lack of structural changes dragging steel demand in India - Tata Metaliks MD

Mr Sanjiv Paul, MD of Tata Metaliks says that lack of structural changes, like new projects, is dragging the demand. Below is the partial transcript of Sanjiv Paul’s interview with CNBC-TV18's Latha Venkatesh and Nigel D'Souza.

Latha: Is demand at least plateaud out, and you see it picking up, can you see that in your customers?

A: Yes, so, that is the problem actually. I do not see any structural changes which will spur up demand. The winter months have begun and these are typically high production, high consumption months for the economy. So, other than that, I do not see any structural change, any new projects that have been announced or have got financial closure. So, I don't see any of those happening, but yes, the impact of the later part of the year on the economy, that will show which is a natural probably effect and because of that prices might either stay steady or look up. Nigel: We look at Tata Steel as well very closely and you are procuring some part of your iron ore or most of it from Tata Steel. They are conducting some expansion currently and in fact in the next one year or so we could see on stream. Do you think you will have any problem in sourcing your iron ore or is that all sorted out.
